Intel processor chips-the brains of the computer.
Centrino is a platform-marketing initiative from Intel, and covers a particular combination of CPU, mainboard chipset and wireless network interface in the design of a laptop personal computer.

To be a "Centrino" a notebook has to have a Intel CPU, Intel chipset, and Intel wireless card- "Centrino" is not actually a processor, but more of a marketing gimick.

The newest centrino is the core2duo- a powerful dual core or quad core processor that is 64-bit (em64t)

Celeron is a budget processor, and is a low end 32-bit cpu.
Dont buy a Celeron CPU. Look for at least a Pentium 4, Core2Duo/Extreme, Turion x2, Athlon 64 x2

Used laptops are ok, notebooks have an average lifespan of 3 years- something to consider when buying used.

Best place to find a good deal on a used notebook is ebay and pay for it through PayPal, and have it shipped to you after your payment clears. (requires that you register for both a free ebay/paypal account).
